Street gangs would be an easier sell on the unionization. Haiti could be a good place to start. It could reduce violence considerably. But also in the US. Cartel unionization would be a rough drive I imagine there would be some resistance, but in the right circumstance you could maybe do it.
Many of these low level guys don't make that much, and face a lot of dangers on the job. Everyone would be better off if they unionized, and as long as drugs are illegal as such there will be a market they will exploit.
