You can suspend their rights. That would actually be the perfect solution. They stay in the common market so EU's economy would not be impacted in any way. You just don't let them vote. Sanctioning the shit out of them would be even easier. Suspending rights has to be unanimous but I'm not sure who would object it. Slovakia maybe? It's hard to believe EU would not be able to push this through if they really wanted. Anyway, can't or don't want to is equally pathetic here.
