You should always leave a cart or two in the handicapped section. Walking from the car to the store is a big fear for old people, and being able to grab a cart right by their parking space to help them get across the lot and through traffic is really helpful.

The store I frequent has the handicapped spots right next to the carts right next to the entry. I've never paid close attention to it, but I thought them being the most convenient spots was the norm.
