Yes, for 80+ years now Churchill has widely been seen as a heroic figure in the West. Where flaws were acknowledged at all, they were explained as complicated issues, products of their time, impossible choices due to the horrible circumstances of a WWII, and at absolute worst isolated failings that were far outweighed by his positive contributions -- just like how Japanese internment or segregation are discussed in relation to FDR.

The fact that there has been a small, symbolic, and heavily opposed shift in this opinion very recently does not change this.

Yes, Churchill is often still seen as a darling of the "good, hard men" era who supposedly saved us from the Nazis (even though that was mostly the Soviet Union). Meanwhile, Mao, who did as the OP image states as well as essentially ended the cycle of famines in China and who constantly fought against injustice is demonized by liberals, and usually mentioned in the same breath as Hitler: "Hitler, Stalin, and Mao, the three great mass murderers of the middle 20th century!" The ahistorical smarm is grotesque and enraging.
