Is he saying the atmosphere is a shared resource that no nation should be filling with pollution?

It's fascinating how close he is to getting it, while the world knows he never, never will.

I mean, he has done more for renewable energy than any previous president.

He's increased the cost of gasoline, and done wonders for the electrical grid in Cuba.
