Maybe the reason NK isnt able to feed its people (even though they are able to do so) are the gruesome sanctions?

I’m confused are they not able to feed their people due to the sanctions or can they feed their people and the sanctions aren’t an issue?

Sanctions have made it difficult for them to feed their people initially, resulting in hunger deaths at significant scales, however they have now learned to live with the sanctions (even tho they still actively harm people) and are able to feed their people adequately.
