I think the main reason is that Linux tools are made by skilled programmers and the intersection between "dedicated enough to finish a project", "has time to do a project", "skilled programmer", and "skilled UI/UX designer" is probably very small.
I learned GIMP in school, so less of an issue for me. I made my profile banner with it. It's not really a UI issie for me and more the fact that I found all of one GUI tool for making .deskrop entries (I just couldn't get a manually written file to work, use the deadbeef music player and it doesn't have a pre-made .desktop entry). And I wouldn't be going through this if I could have a "create app link" button on right click extension, but Cosmic is still lacking unfortunately. I have other issues with Cosmic aswell, but this is the one thing that has legitemately made my blood boil when using linux. I'm switching back to KDE just because it has a one click shortcut solution. (And you can link directiories in dolphin too, I would use it if it didn't break visual cohesion, and I'm really pixky about that.)
