But I know German, as a second language, and I still don't get it D: does have to do something with the ending of "doch" and "oh" sounding somewhat similar?

Nah, it's more the way they say it. The guy on the left tells some news, the other guy won't believe him ("Nein!"), the first guy reaffirms ("Doch!"), and then the other is just at a loss for words and appalled ("Oooooh!").

The delivery is very memorable. We usually cite it sarcastically when the news is something people already knew or assumed or that was obvious but is presented as uncertain or totally new (e.g. clues that certain corrupt politicans are indeed corrupt).

So the headline might read "Has Trump been lying when he claimed xyz?" and we'll go "Nein!" "Doch!" "Ohhhh!"
