I believe he's referring to corrective surgeries and gender blockers for gender dysphoric people. Surgeries are not done to minors anywhere probably, but puberty blockers are obviously administered to minors. Studies show that puberty blockers very often are followed up with cross-sex hormones, which do cause sterilization for natal males especially.
