It's not bs when combined with her acceptance speech as the democratic presidential candidate she proudly proclaimed she'd improve the military, which yes is unfortunately standard for American politicians, by making the most lethal in the world.
She would be happy to start it, and with Congress's blessings. Which they are still hoping eagerly to have trump ask them to vote for
