Very much so. I am in no way promoting the use of these. I have always hated them.

Put whatever crazy paint, nuts, slogans, rattlers, poppers, feelers, candy, chrome, buck, gator, silliness you want on your ride. Just don't make it more dangerous for the rest of us. Fuck your coal, swangas, high beams, lifts, etc.

I think it is a failure of legislation and/or enforcement. Because that is not freedom if it is actively harming others and not much else, to the point where it threatening the life of others, without any hyperbole.
