Its nothing new. The compact format is just a big improvement over large, shoulder mounted ones.
These are usually just wide band radio jammers that prevent the drone from receiving/sending data.
The news is that Ukraine is making these themselves now which will give them much more control and flexibility to respond to new requirements.

It is a means of establishing electromagnetic interference; it blocks the control and video channels of enemy drones

I kinda doubt that this pistol version is as strong or wide range as the big ones, but for personal defense this might be enough when a drone is coming after you directly.

Take for example this one used by the german bundeswehr as a size comparison.

Or this US military one which isnt even much larger than the Ukrainian one.

It is. Just dump a whole lot of EM energy at it, and it (hopefully) stops responding. The antenna is in plastic for durability, and the giant cooling fin is because sending a whole lot of energy takes a whole lot of energy.
