It's genuinely insane that anyone is allowed to put that on a road

The main differences that in the EU, if something is not legal, companies are not allowed to sell it.

Then how do people do things like auto racing on tracks if they can't buy non-street-legal cars? Or off roading? You can definitely buy plenty of Unimogs that look effectively the same as this.

They can't. This class of vehicle isn't legal in the European Union it's why the cybertruck isn't legal (there's a whole bunch of other problems with it as well but the weight limit is a major problem). If you wanted anyway just to have it on private property you're out to luck. Someone did train import to cybertruck into the UK and had it confiscated.

I think there is a classification for vehicle that you can get if it's something like a race car or rally car but it can't be driven on the road and has to be driven around on a truck to move it.

Look closer. They are not like the vehicle above. None of them has tires that are extending beyond the fenders. None of them has dysfunctional fenders like that abomination above. Guess why.

Okay, here is one with tires that go beyond the fenders.

Dishonorable mention to this one, which I think technically is within the lateral bounds, but definitely not covered enough otherwise.

It is hard to say from the images. It is certainly pushing the limit, but do the tires really extend beyond the car? They might slightly, but not all perspectives look like it. Anyhow, if they do, I would assume that this is either not street legal or some grey import with indivdual license. Honestly I don't know if Lithuanian and/or Italian authorities let stuff like that slide. Where I live, stuff like that would be fished out of traffic and grounded. I have never seen anything like that on the road, ever.

The 2nd link does not show tires going beyond the fenders, even though it looks like a poser car for assholes, that has never even gotten close to anything off-road.
