He doesn't understand the economy well enough to intentionally tank it. You're right about the revenge part though. He is pissed about being rejected, prosecuted, and ridiculed.

The tariffs are his attempt, I think, to extract revenge on the "weak" leftist non-authoritarian democracies that don't show him deference or capitulation.
