Does this moron even know what a tariff is?

Is this part of a pump-and-dump - or is it just the one button he's managed to figure out how to push and so he keeps mashing it, over and over, like a hyperactive toddler with a plastic Fisher-Price Resolute Desk playset?

He doesn't. He thinks the exporting company or country pays the tariff (taxes) and not Americans. He's such a moron.
