The Hamas-run police maintained a high degree of public security after the militants seized power in Gaza 18 years ago while also cracking down on dissent. They largely melted away in recent months as Israeli forces seized large areas of Gaza and targeted Hamas security forces with airstrikes.

It's pure racism. Decades of propaganda has trained people to see violence by Muslims as different from violence from other groups. People here have no issue with Ukraine torturing and executing Russian collaborators, but when Arabs do it they're seen as violent savages who've been hypnotized into ultra-violence by their primitive religion.

The only mention of torture on that page is Ukraine killing someone involved with torture. Do you have a wiki page that talks about the torture done by Ukraine in detail?

Here's the article from Amnesty on the issue. It's from 2016 so the situation has obviously changed since then, but I doubt they've become more squeamish about torturing Russians especially with how widespread Russia's own use of torture has been.

I'm not sure what you're asking, but the average American racist for sure thinks all Arabs are Muslim. Usually their Islamophobia is actually anti-Arab racism, as they aren't nearly as bigoted towards Indonesian or Chinese Muslims.
