Japan has always been conservative. Always. People think because of the things they produce which are fun, entertaining, or technologically advance they would be very liberal and/or progressive but no at the end of the day Japan, culturally, is still very conservative.

So combine that with their declining population, racism that never truly went away, xenophobia, etc it makes sense. I've known people that moved there thinking it'd be a great time because they had such a massive interest in the Japanese "culture" but that "culture" was just window dressing. It's not all fun anime, videogames, jpop, and fashion. They ended up moving back and completely losing interest in all things Japanese. It wasn't a fun a experience for them.
