I’m no fan of Senator Graham, but IIRC, the Patriot Act had broad bipartisan support at the time.
The goddamn heritage foundation had a big part in writing that bill
So what? No one is saying it is his fault alone. They're saying he personally voted repeatedly to grant the powers to the government that are currently being used to surveil him. They're also saying that he and the rest of Congress have the power to remove or limit those powers but they won't do that because they only care when it impacts them personally.
Like most of the worst bills in the US Congress.
