Those people have significant autonomy, and far, far more agency than before the CPC. Hong Kong was run by a council mostly appointed by the crown and major businesses, Tibet's people were literal slaves to the theocratic ruling class. Now they both elect representitives to send to congresses, whom enact their will.
What would Indonesia be an example of? I'm not too familiar beyond the political mass killings in the 60s and their actions in West Papua and Timor Leste.
