I thought every country was doing this already.

Just makes sense to have the nukes directly above the enemy.

I was hoping some western countries already had nukes right above Russia.

That’s not how orbital mechanics works.

Right. If you're in geostationary orbit above your target, when you descend, the atmosphere should slow you down relative to the planet's spin, and you'll be way off.
