and this is why I couldnt give a single fucking shit about any law that says bikes cant be on sidewalks/must be on roads or whatever.
because every fucking car is a hostile, imminent threat to a person on a bike.
And even the sidewalk isnt that safe, I've personally been on a sidewalk that had 4 feet of grass between me and the road and STILL have had assholes swerve through the verge to try and scare me/knock me down/make me crash/whatever their sociopathic intent.
edit: and yes, it was by an asshole in a truck. Its almost always an asshole in a truck.

Roughly five of those miles are protected. The half-mile on 23rd Street is protected by plastic barriers called “armadillos” while other areas, such as 17th Street are protected by concrete curbs.

You got all of that wrong somehow, while extracting numbers from that one paragraph.
I was getting unregistered jalopy vibes from the condition of the truck (dirty, preexisting body damage). Often also means uninsured, and an owner who doesn't have anything to pay for the damage they cause. The good news is that this driver may not ever get his truck out of impound (in addition to towing + storage fees they'll need to pay to get registration current, they probably wouldn't have let it lapse in the first place if they could afford to do that), so he may be off the road for a while. The bad news is that he'll probably never make the city whole for the damage caused here, though maybe they'll recoup something by auctioning the truck.
They should lose their car and license, and be made to repair all the damage they did. Maybe some community service, too.
My guess is those pop back up when knocked over. Hard to see in the video if they are standing back up after he hits them but i think they do. I agree he should loose his license and be charged with reckless driving.
Having seen people drive over these, they are designed to flop around for this very reason, but usually don't stand up to anything faster than walking speed unless they're brand new.
So I'm sure quite a few didn't pop back up.
Either way, I'd make them pay for the entire row and use the money to make a more permanent barrier (that'll never happen in the US)

If you were paying 2k a month on a luxury truck loan to pay 6 bucks for a gallon of gas to go 11 miles at traffic speeds slower than a bike on the shoulder, you too would be incredibly stupid and irate.
Also, that truck driver needs to have their license pulled indefinitely and the truck impounded. That's multiple murder attempts happening in a few minutes. I don't give a fuck if public transport sucks, or if you are crippled and can't walk anywhere. Should have thought of that before you tried to kill someone multiple times with your truck.
