I recall reading about what I thought was an open source peer-to-peer https system intended to link neighborhood routers and relay nodes to other cities via satellite. I can't seem to find the one I'm thinking of.

Not sure what you are looking for, but two things come to mind firstly Meshtastic as a system that doesnt use the already existing Internet infrastructure and secondly i2p as a system that uses the existing Internet infrastructure.

I think you're looking for meshtastic though

Thank you! I believe it was Meshtastic but will compare the two.

If meshtastic is what you were referring to, check out meshcore. Same hardware, different firmware. Meshtastic has a problem the more nodes you add, so the more people using it, the worse it becomes.

Meshcore is newer, and doesn't have as many features per se, but it's much more reliable. Right now, the entire Seattle metro area into Vancouver, BC is on it and it's running extremely well.

Meshenger is listed as able to provide voice and video without an internet connection.

I have not tried it out.
