Nope, it starts at efforts that aim to provide easily accessible and readily available welfare to everyone in society which can be achieved under capitalism. Anti-capitalism is only a radicalisation of these ideas
Nope, that simply cannot be done under capitalism, but you can get total control of the government in order to deregulate society by promising it, like liberals are want to.
Anti capitalism isn't radical, it's the bare minimum to move forward towards an equal and equitable society, and nothing that cannot be achieved with capitalism.
Countries like Sweden, Finland and Norway operate under capitalist systems while offering comprehensive welfare programs. This to me suggests that capitalism can accommodate accessible welfare with the right policies.

I'm not entirely sure what you mean here, i think what you're saying is that parties use promises of welfare as a strategy to gain power but, once in control, shift towards policies that prioritize deregulation (correct me if I'm wrong), but I'm not sure deregulation is always the end goal. How do you see that playing out in contexts where welfare programs have been expanded under liberal governments?
