I live in Canada, my Parents live in the US.

this past weekend my Uncle in England passed away from cancer and my parents are heading back for the funeral. I'm absolutely terrified for them because they have dual US and Canadian Citizenship. I'm scared what's going to happen to them when they try to re-enter the US. I really wish they didn't have to go.

They have dual citizenship. If they present their US passports, they'll look like any other citizen. I don't think you have anything to be terrified about yet

It would be much clearer to write rich Canadians who can afford to spend their winters down South instead of Snowbirds.

How about “wealthy Canadian part-time residents who contribute significantly to the Florida economy”.

“rich Canadians who continue to support an authoritarian state” also works depending on the audience.
