So continues the Trump administrations pattern of "choose the most incompetent and/or corrupt person possible for the job" to ensure the job is done poorly.

Is like to also commend Mr Fox for his appointment as Henhouse Director, Scrooge McDuck for his Social Welfare Director position, and Hitler for his appointment to Head of the Human Rights Commission.
