So they'll target people who need a service, are under represented, and is easy to stir sentiment against with the idiots and racists but won't go after sources of corruption and grift that cause way more financial loss.

So it sounds like the issue is with the Taxi drivers and contractors trying to game the system, and rather than go after them, they’re taking it out on the asylum seekers.

Why don’t they just get charge normally and then submit for reimbursement? That way they’ll look no different than a normal fare to the taxi driver.

Would-be refugees awaiting decision are not given enough money to do that. They're not allowed to work either, even if the government is taking years to decide whether they're a refugee. It is a brutal process now.
