Why are they called "defectors" if not "migrants" like everybody else who emmigrates from one country to another?

i think they are legally considered such because the DPRK and rok are still "at war", just with a very long ceasefire

it's also for propaganda purposes

curious that they give to "dem defector commies" benefits and stuff that they wouldn't give to their own people
