I'm not watching Fux news. What did they charge her with?
Felony false alarm or report under Texas Penal Code § 32.06 for saying she had heard reports of hospitalizations from drinking the water, but the police had not heard any such reports. She's now suing the city, the police chief, and one specific city council member. The mayor talked openly with the news about the water issues, but declined to make any comment on the arrest.
Follow up video: The DA did actually file charges, but a grand jury refused to indict, so the case is over. Another guy from out of town got arrested (on live stream) for holding a sign in front of the police station protesting the arrest. He was charged with a misdemeanor, but the judge dismissed it immediately.

If the police didn't hear about it, how can anyone be sure it really happened? Seriously though, it sounds like there was more to it than just that, since she said her lawsuit will include a specific (but unnamed in the video) city council member.

Fox News is a far right cable "news" channel. This is a segment from a Fox Broadcasting affiliate in Dallas. They are unrelated to the cable channel.
It's not the same thing but it's not unrelated. It's owned by the same company that owns Fox News.

Saw this earlier this morning. Was not surprised it was Texas. Government there doesn't really care about the citizens and is most concerned about keeping power.
Public reports of basic civic failures that cause sickness and death would obviously be silenced.
Notice the lack of urgency by the mayor and other authorities, and the fact she had to file a civil case to get any response at all.
The movie Brazil was supposed to be absurdist. It was not a model for governance.
This is what authoritarianism is. Laws don't matter, say or do anything that is critical of the state and you're in handcuffs.

Police should be arrested for Felonly False Arrest for violating her first amendment rights.
