I once read somewhere that one factor of Lukashenka's ongoing success with Russia despite being a rather bad and costly ally and still resisting 'unification' with them is by him carefully keeping an image of the stupid Belarusian peasant who's too dumb to be perceived as a threat - all while shoveling a lot of Russian money into his country and still promising Putin something he'll never give him: his country.
He says it because Russia has problems in the war since month. According to news since few weeks Ukraine is not only holding ground, but also regaining certain parts. Considering also the problematic economic situation in Russia, it is now not the time to join. Believe me, this guy would have said differently when Russia would be on a victor path. Lukashenko is a weasel and an opportunist.

He won't be sending out his troops, just providing land for Russia to invade from, maybe even places to refine Russian oil or provide reinforcements. When Ukraine attacks, he'll cry foul.

Belarus has said since the start of the war that they won't send troops, so nothing new. It also makes sense, since they're both a buffer zone between Russia and NATO, and they're awfully much in strike range of Ukrainian aerial attacks.

The dynamics in play between Belarus and Russia are not as simple as a lot of people ( including me )thought. While firmly in the Russian sphere of influence, if Belarus was truly a completely captive puppet state then Putin would have thrown their troops at Ukraine years ago.
I think there’s no question he could have. I suspect he chose not to, to avoid the optics of having another country have to come and bail his 3-day special operation out.
