Privacy has become a very important issue in modern society, with companies and governments constantly abusing their power, more and more people are waking up to the importance of digital privacy.

Not a direct answer, but I found this official page for submitting petitions. And it states:
You can submit a petition if you are:
- a citizen of the European Union;
- resident in a European Union Member State;
- a legal person with its registered office in a European Union Member State.
You can do whatever you want; the thing is that if you're not an EU citizen, you can't vote in elections to the European Parliament, so MEPs don't have an incentive to take your positions into consideration; you can't vote them out after all.
You lose nothing but a few minutes to try. I'm one of those people who don't think they will care either way, and I contacted them anyway.
as a non-citizen you don't have the right to participate in the political life of the state. You can of course participate by influencing people who has that right but a non-citizen simply doesn't count.
