Introduce heinous legislation, media and opposition hem and haw for a couple weeks, pull the heinous legislation for something that is 75% less heinous which passes. Rinse and repeat and people consider it a victory every time their rights are eroded away

People understand that their position is getting worse and worse every year. The liberal parties are all promising to stay the course and maybe throw a couple bones to token minority groups. The conservatives are promising to punish all the dirty minorities that ruined everything and make it all better. Your average voter has no political inclination and when one group says they aren't gonna change anything, and the other offers radical change, it's not surprising why voters will go for the change option.
