OP is trying to frame it like most criticisms of China are based on infrastructure as opposed to other things.
It may not be your criticism, but it's absolutely a common criticism. If you search 'china collapse' on YouTube you get an endless stream of videos about how their real estate is imploding, their ghost cities are made out of tofu, that they're going to run out of water and food, the three gorges dam is going to collapse because it's made of inferior materials and badly designed, these types of videos will have millions of views.

city government: run by suburban car lovers, absolutely intractable, getting bike or bus lanes might as well be happening on the moon
state government: run by liberals who largely run near or entirely un-opposed. They do good things sometimes, but are simultaneously incapable of forcing municipalities to do good things, and roll over the feds when pressed. For example, no resistance to the fucked up ICE kidnapping campaign that's still going on.
National government is a hot mess and voting in my state has had a zero percent chance of influencing it in every election I've been alive for.

The reason it’s a red flag isn’t the insult itself, it’s the framework it imports. Degenerate has a history as a fascist/eugenic label for people marked “impure” or “subhuman,” and that baggage is still around today, like it or not.
Here's a similar example; jokes/insults that punch down unintentionally. Like when people portray Trump, Putin, or Musk as gay or in drag to mock them, the intent may be 'turnabout is fair play vs bigots', however the mechanism is homophobia and transphobia. You don’t have to be a bigot to reproduce bigoted language, but it still reinforces a reactionary framing.
Going back to degenerate: you don’t have to be fash to use it, but it smuggles in their worldview. As anarchists/communists, we’ve got plenty of ways to critique the world around us without borrowing purity politics from the right.
Incredible bait. That's actually argumentum ad populum; centrist extremists isolating themselves from opposing views doesn't mean that their view's correct, or their opposition is wrong, no matter how many of them there are.
