Solar panels and computer chips need large complex centralized factories, but that is basically 0%of the Land so there's no problem with having both, as long as you don't pretend that your solar powered homestead isn't dependent on inputs like that.

If you really wanted to use the military, you would just drop anti personnel cluster bombs. That would do any crowd in.
Ukraine has shown that Armour is heavily vulnerable. And tanks are too heavy for the road anyway, it would be wheeled vehicles only.
That was partially just a result of the NG having rifles but not the less than lethal tear gas and stuff now.
Why does Science have to be so political anyway?
Solar panels last a long time and in 30 years or so we will have enough to power the world for a century.
