My point is, you cannot do that legally in Mexico either. So the same thing that would stop someone from doing it in Mexico is stopping them from doing it in Texas.

So whether or not you can get a permit for it is irrelevant. They're doing it without permission in Mexico, so it would also be done without permission in Texas. Nothing different.
