It is not a matter of opinion. It is a strong reduction of the rights of the affected people.
It is a simple matter of fact and it doesn't warrant indirect language irrespective of political affiliations. If someone supports this legislation it is precisely because they want to reduce the rights of the affected people. Whether that is a morally, ethically or legally good or bad thing to do can be subjective. I.e. "Hungarys ban on LGBT public events is considered "evil" by rights group." Or "Hungarys ban on LGBT public events is hailed for protection of family values by conservative think tank" would be headlines where a subjective wording would be appropriate.
