To be honest considering North Korea is about to have an economic boom it will unironically build HSR before America does.

But really I think what we have to do is examine why the North Korean economy is growing quite rapidly in comparison to before.

1. Degradation in the effectiveness of western sanctions.

I think this is a really big one, one of the consequences of neo-liberal deindustrialization was that it introduced severe levels of contradictions of the American dominated global economy, in the past where America produced a lot of goods, America's economic dominance was justified with the industrial production of the burgerreich, however overtime with the begining of deindustrialization and the rise of China as a manufacturing super power countries where purchasing there goods more so from China then they were from America, this in turn introduced a severe contradiction in Dollar dominance, as you no longer had to purchase goods from America or the west in order to develop, this inevitably forced the US to rely more on the stick rather than the carrot to maintain its dominance, which inturn has given more and more countries motivation to find alternative means to conduct global trade.

2. North Koreas planned economy.

In a similar way to China, North Koreas ability to coordinate it's economic resources to conduct large scale strategic developments has helped it immensely in its development, while north Korea never embraced Developing Market Socialism like china did, it was still able to develop in spite of that (though, I know this will be unpopular but I think north Korea should adopt a market socialist system GRADUALLY as it has worked really, really, well for china, it doesn't even have to be developing if it wants to a advanced Market Socialist economy onto where worker collectives and cooperatives control the domestic markets is a possibility for the future, though granted attempting to leapfrog over developmental steps led to shit like Kruschev so yeah.) fact.
