What are you yapping about? The 1% refers to the low end of framerates, usually when games have lag spikes. This approach makes those spikes less noticeable because the APU power management doesn't get in the way.

I think he's berating the author of the article for using a title that implies that the improvement is to overall frame rates, not 1% lows.

and what about that is factually correct in, "boost Steam Deck frame rates by up to 32%"?

If you say, "butbutbut they said 'up to'!" .. then you're nothing but an absolute moron drooling over press releases thinking about what they mean less than an average cave man thinks how to cook their dinner...
