I'm pretty sure Debian just said they weren't going to allow AI contributions

Nope. It's a little confusing to read but option 5 won. It's showcased in the part that lists the winner.
The pro-AI option that doesn't require disclosure won. It has already caused one Debian developer to resign, and an ex-dev to comment on it.
