Look at China. One can penetrate the great firewall but need to jump through so many hoops just to get a shitty internet connection to the rest of the world. Normies there just won't do it.

I think so too - we and many others won't have an issue getting whatever we need. But the broad masses might not, and this legislation also aims at things like repair instructions and tools to fix your shit thanks to Section 1201 of the DMCA.
