We also have a policy that if you're driving on one of those streets and a mob comes and surrounds your vehicle, and threatens you, you have a right to flee for your safety. And so if you drive off and you hit one of these people, that's their fault for impinging on you.

it's a completely pointless law. You were already allowed to defend yourself if attacked by a mob (but not if you drive into the mob and then they start attacking you)
so yeah, if you go to a planned parenthood protest, and they all surround your car, threatening you and attacking your car, you can drive away.
