The UN is multiple entities some have executive power some does. ICJ can't do anything concrete so they can be blamed for not yet admitting there is a genocide yet but not for failling to stop the genocide. A commision job is to investigate, find a conclusion which they did, it is the un country members who has the power to stop the genocide
