I love that people are willing to all individually leave their homes rather than go deal with the source of the problem directly. Americans are such good little piggies they will do anything their overlords demand of them rather than even consider doing something to fix the obvious sources of problems
Citizens are not allowed to cross property lines, unlike the severe externalities of the data center.
Because the cops would probably shoot them if they did. People with generally stable lives and families are usually pretty risk adverse unless things get really bad. Having to go stay in a Motel 6 for a few days ain't that bad compared to getting a Billy club to the head.
