Really seems like China spying on Russian capabilities than anything else. Someone correct me, but there isn't a real impact here, is there? Ukraine neutralizes that many occupier troops every day, don't they? Or is there some obvious political ramifications that I don't see? China potentially joining Russian forces en masse? I don't see it. I'm often wrong though.

Not really, just more proof of mercenaries' existence. Ideally Ukraine wants China to lessen their support of invaders, doubt this is gonna help.
3 grand for a promise of a russian citizenship seems like a shit deal, so I checked their article on that.
The man also said others in the unit had prior legal problems in China. His family was aware of his travel to Russia, though he had left China posing as a tourist.
Sounds about right. No point in paying for such privilege unless you want to find a better life or disappear.
