It doesn't require that. But the reproach was about economic questions, not dictatorship. I would keep silent if that wasn't the case.

The Cuba card is that the only reason Cuba isn't a socialist paradise is because of sanctions. It has nothing to do with authoritarians of all stripes being bad for their nations.

Saudi Arabia is extremely authoritarian, and they seem to be doing well with no sanctions. Even though they murder and dismember American journalists. :-)

They look nice because no one’s allowed to use them. They build stuff, but the population is too poor or not privileged enough to be able to use anything. It just looks nice and it’s empty. Just like democracy.
