Trump doesn't want to shut down a stretch of highway. Newsom is considering doing that after some indication that live rounds are going to be fired over it.

Fuck it, keep it open and post warning signs. "Live shelling ahead, proceed at your own risk". Let the administration take the heat for it.

Thats why the qualifying word there is tactics. Doing this on the same day your perceived enemies are holding a protest is to show you aren't afraid to have the big guns fire om your own country. Its just more mafia bullshit from the Trump Cartel.
