They are pretending that these are going to be advanced technological cities, but what they really want are government free zones where Sociopathic Oligarchs can set their own rules, import third world labor, and operate their own sweat shops, free from government interference, oversight, and regulation.
Trump is looking at Venezuela that way. He gets to own a sovereign country where he calls all the shots, including no extradition to the US. It's sitting on an ocean of oil, but it's tropical, so it's much nicer than the Saudis' dumb desert, and much bigger than Jeffrey's island.

They don't see themselves as being a member of a sovereign nation, they believe they should have their own sovereign territory, where they can rule under any system of government that they choose, including being just a plain old KING.
