Without more context it's hard to pass judgement. Were the victims hit by pass-through shots on the attacker or a wall? Did the firearms officer straight up miss? Were they using their handgun or their carbine?
The real difference will be if they hold the firearms officer accountable, for negligence if nothing else.
Israel and its enforcers are operating in a euphoric mental state. For an abuser it's a rush to be able to abuse people openly and get away with it, rather than having to conceal and twist logic. They know that so long as they have the paid for blessing of the United States and its bloated military, nobody can realistically hold them accountable.
We have IDF soldiers openly admitting to killing unarmed civilians on social media. It's all euphoria and arrogance.
