They'll do what Russia does with their online services. Have a registration scheme with noncompliant VPNs being outright banned.

Simple when you know which dictator to copy.

That seems the most sensible way of doing things. Apple probably doesn't want that outcome though because then they'll be liable for the implementation rather than, for example, the social networks or websites.

Always gotta be thinking about the Apple shareholders.

Don't worry about it! The Democrats will oppose this and get it kicked out for being un American. And if they don't succeed then all you have to do is wait until they get back into office and they'll executive order it straight outta town in an instant.....
