That was Ford. He doesn't actually decide any of it, except, I guess, liquor sales in his province of Ontario. It may very well be campaigning on his part.

The actual strategy, per the federal minister, is to try and offset the lost business for industries effected by removing competing American imports, and to maintain the effort until Trump's term ends (and further if necessary).

Targeting red states was the what we did last time, when it was less serious, and pressure from whatever donor or congressmen really mattered. Don't worry, we watch the magic wall on CNN as well.

He does have a bit more wiggle room than buying or not buying liquor. He can assert pressure through some of the manufacturing in Ontario and energy exports. Nothing equivalent to what can happen at the federal level, but more than not buying liquor
