You know, I've seen this meme for years and yet I've never asked what anime this screenshot is even from
Looks like it's the main character from Kamichama Karin, a magical girl anime from 2007. More shockingly, apparently the meme is NOT an edit and it was redrawn for DVD release.^[Source: the internet]

Even more shockingly, that was a weirdly common artstyle in the 00s. And by "weirdly common" I mean if you go back and look at series by year you'll see it on the covers of multiple series per year in that era. That and the similar one where the eyes are also sort of extremely wide set rhomboids that are raised on the edge that's closer (but not close) to the center of the face and drooping on the sides that make a weird faux-pout expression that looks sort of like the character is a melting wax sculpture that's been squished.
